Say you asked HR Giger to design a few levels of a first-person shooter then used those to design a system of managing the rivers that run through Tokyo. That's what G-CANS looks like to me. Octopusdropkick has an English description of the project, and here's a couple of pictures from someone who actually toured part of the system.
